Was the “Defense of Marriage Act” an appropriate name for a law that denied federal benefits to gay couples married in states that allow those unions?

Legal scholars have been taking a look at the names of U.S. laws, according to The New York Times, and have found that the relatively new practice of calling legislation by clever titles is distorting the legal process.
