Josh Duggar, who reportedly had inappropriate relationships with his sisters and babysitter, was a teen at the time of the incidents, but city officials said all the records were released in accordance with the state’s freedom of information laws.
Officials said the records were not sealed and, when the report was written, Duggar was an adult. The names of all minors in the report were redacted, as well.
