The account, called rats215, had almost 7,900 followers before it was made inaccessible last week. Since February it has revealed the identity of more than 30 witnesses, including a shooting victim whose case was handled by a secret indicting grand jury subject to strict rules limiting the disclosure of witnesses’ statements.
