The law—the California Environmental Quality Act—is vulnerable to misuse by, for example, businesses interested in holding up competitors' development projects, supporters of environmental regulation concede. It should therefore be changed to eliminate certain environmental-impact-study requirements that have typically spurred long bouts of litigation. Meanwhile, developers who oppose environmental regulation are interested in gutting the law entirely.
