Voters would need to decide via vote to open the discussion. Then, a year later, they would need to vote to formally secede from the union in order for California to separate from the United States.
Past efforts for California to separate from the U.S. failed due to lack of support, but the founders of the group leading the secession effort said the current presidential administration has helped bolster their numbers.
