Dade County police have arrested a Florida man who allegedly illegally sold dogs and performed C-sections on them without a license. So reports the Miami Herald.

For nearly a year, police had been pursuing the man, 26-year-old Lazaro Ruiz, based on photos and YouTube videos that he had posted online. Ruiz has been charged with animal cruelty, pretending to be a veterinarian and illegally selling animals. He is currently out of jail on a $15,000 bond.
